Preheat your oven to 425°F (220°C). Grease a baking sheet or line it with parchment paper.
In a large mixing bowl, combine the all-purpose flour, Bisquick baking mix, baking powder, salt and pepper.
Add the cold cubed butter to the bowl and use a pastry cutter (optional) or your fingers to cut the butter into the dry ingredients until the mixture resembles coarse crumbs.
Stir in the shredded cheddar cheese, minced garlic, garlic powder, and dried parsley flakes.
Gradually pour in the milk, stirring gently, until the dough comes together. Be careful not to overmix.
Transfer the dough onto a lightly floured surface. Knead it gently a few times to ensure all the ingredients are incorporated.
Roll out the dough to a thickness of about 1/2 inch. Use a biscuit cutter or a round cookie cutter to cut out biscuits from the dough. Place them on the prepared baking sheet, leaving some space between each biscuit.
Bake the biscuits in the preheated oven for about 12-15 minutes, or until they are golden brown and cooked through.
Once baked, remove the biscuits from the oven and let them cool for a few minutes
Garlic Butter Topping
In a small bowl, combine the melted butter, minced garlic, chopped parsley, and a pinch of salt.
Mix well until all the ingredients are thoroughly combined and evenly distributed.
Taste and adjust the seasoning if desired. You can add more garlic or parsley according to your preference.
Once the cheddar garlic biscuits are baked and still warm, spread the garlic parsley butter mixture generously on the tops of the biscuits.
