Preheat oven to 350°F and grease a 9x13-inch pan with baking spray.
In a large mixing bowl, combine the brownie mix, eggs, melted butter, and milk. Mix until smooth, about 1-2 minutes, then fold in the chocolate chips.
Spread half of the batter (about 2 cups) evenly in the prepared pan.
Dollop spoonfuls of the cookie butter on top of the batter, then gently spread it to create an even layer.
